Weird unsolicited email of the week

Received a message to a POINT account from a Jennifer Tatum today.  She presented a govopps-ca.us email, however the only Jennifer Tatum I discovered who fits anything close to the kind of role that would be sending the email works for a company called Risk Communications.  Here is the text of the email:

The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, has issued a Request for Information (RFI) regarding IT Operations and Modernization (ITOM) Support Services. This initiative is a critical component of OCC's ongoing effort to modernize its Information Technology Services (ITS), aimed at enhancing business efficiency and cybersecurity compliance across their technology landscape.

See that redirectTo parameter?  It goes to Mike Delport's Calendly. The text of that response looks like this:

Mike Delport is "The Sales Viking" (his words) and works freelance for a number of companies such as Echo Genius AI, GazMin, and GovPointe.  This last one is "Helping Businesses Confidently Navigate Federal Contracting" (their words) and has no web presence aside from on LinkedIn.

Given all that ... is this the weirdest phishing campaign in history?  Is it a legit process but horribly mangled? I don't know the answers to any of this, but if anyone else has seen this, or knows anything, I would appreciate it.  Really unusual email given the timeline we currently inhabit.
